The park runs along the upper end of Old Tampa Bay and provides many places to sit and relax to enjoy beautiful water views and possibly spot a dolphin of two. The historic Tocoboga Indian Mound is a perfect place to reflect and separate yourself from the daily distractions. The stairs to the Mound offers several perfect picture taking backdrops as well as a great place to get some exercise.

This park has numerous pavilions to have family picknicks. The view of the lake is awesome. Several trail to walk and hike. The park is in emaculate condition and plenty of bathrooms. Great family environment. Great place to take visitors from out of state.
Philippe Park is one of the hidden gems on this side of the Bay. I've grown up here and the charm of it is still here, 30 years later.
There's plenty to do here for all types of people. There's a boat ramp for smaller boats or jet skis (it's a little small and can fill up fast, so be prepared on more popular days like weekends/holidays).
There's quite a few shelters around with lots of bathrooms available. These are great for throwing parties, get-togethers, whatever you'd like to do.
If you're more interested in hiking/walking, there's a trail that goes on for a while that you can walk all along the water or along the main road with paths to walk on so you're not in the road specifically. A lot of people ride their bikes, walk, or even rollerskate.
If kayaking or canoeing is your thing, there's lots of little water entrances where you can park and go.
Even if you just want to spend the day here to relax, enjoy some food, or bask in the shade, there's plenty of picnic tables or areas where you can setup your own picnic blanket or chairs.
If you're interested in the historical part of this park, there's a couple areas that are fun to explore, but it's something you should stumble upon yourself, in my opinion.
No matter what you enjoy, it's a great place to be. Just remember to pick up after yourself and keep our city beautiful.
