(July 20, 2016, 5:06 pm)Hard working friendly professional police department. Ray K. Westergard distributing pass keys to riff raff and "rough trade" prostitutes. Driving down property values at Watergate Condominiums in Emeryville, CA 94608 by intimidating homeowners. Only problem with the Emeryville Police Department is an incredibly high officer turnover rate. If you ever encounter one of their officers, it will probably be your last because they will be working at some other department 12 months from now. I don't know why because I think they are paid well. I dunno. But I have dealt with EPD for many decades and have never had any problems.
